I think if and when things like this go ahead and the govements try to censor the internet, exactly what happens on places like china and north korea will happen. People find ways around it!

Look at bit torrent, simple solution was for the clients to encrypt data between peers, not the internet police can see if you are using bit torrent, but have no way of knowing with out physical taking your PC and looking at it, if it was leagle or illeagel files you where sharing.

there is already a "black market" internet in existence. Its been around almost as long as the internet has, and all that putting more control on the internet by goverments will do is increase its usage and make it even more difficult to police.

the arms race on the internet is nothing new. while these controls may hit the basic home user, they are not going to make an tuned in IT geek pause for thought.
