wildcard mask on eigrp

Hello guys,
I have doubts with the wildcard mask used for the basic configuration of eigrp.
Configure the wildcard mask as follows:
network 192.168.1.8 0.0.0.3 -> Means announce networks over the range 192.168.1.8 - 192.168.1.11?
and configure it in this way:
network 192.168.1.8 0.0.0.0 means to preach only the network> 192.168.1.8?
Reading on various sites talking about interfaces and networks with the example I place, this is what causes me doubts.
