skip SCNP??

Alright so I found this job that I would like to apply for at the IAT-II level. The work is in a country where Russian is the official language so it's a win win for me.
Well under the IAT-II, I have to have the SCNP but the problem is that I can't really get this certification. The last time I checked, the learning material was out of date and it was difficult to find a testing center. So I'm curious if anyone knows if it's possible to either replace this certification or skip it?

DoD 8570 requires one of the following three certifications for IAT level II: GSEC, Security+, SSCP.
As you already have the Security+, it would seem you qualify in that respect.

That would be correct. The Security Certified Program, SCNA, SCNP, ect is defunct, though they will supposedly will let you buy test vouchers, they do not send out certs and you cannot get in touch with them.

I guess I was looking at some old information because I would look at this chart and it would have the SCNP certification requirement at the IAT-II level.
