Blackberry not receiving exchane emails immediately

Sorry for the poor title, the problem is I have 10 users using BB(Blackberry) but only 1 seems to receive his emails in batches every 15 minutes sometimes less. If you send two emails at different intervals they all come in at the same time. Another user that also has BB and is being CC'ed by the problem BB receives copies of the email minutes before the BB with the problems. The users exchange server is 2003 and they do not have a BES. I am also having the same issue with my BB and we have exchange 2010 and no BES.

I have been on the internet and searched but everyone seems to be saying that the BIS is located at a different subnet than the other BBs that are getting the emails instantly.

On of the solutions I have been told to try is install BES express which is a free version of the BES but I need to know if anyone else has experienced similar issues and how you have managed to resolve it.

BIS is delayed by up to 15 minutes. This is by design. If you want instant emails you will need a BES server.
