unable to clear config

So I have 3 routers I am wiping the config on. 1 of the 3 is giving me trouble. If I clear the startup config, and reboot the router, the router comes right up with the interfaces configured the way I had set them up prior to erasing the config. When I do show starup-config, it tells me "startup-config is not present". What am I missing here?

    ok further research points to slarp and autoinstall being the culprits here. Is there any way to turn these off? A search on the issue says I have to unhook all the cabling when I reboot after wiping the config but is there really no other way to disable it?

    to anyone interested, I am going to reboot disconnected, then save the running config to flash as "blank-config" or something like that. In the future if I want to wipe the config I will just copy blank-config to the startup, and no more problems. Apparently slarp and autoinstall only occur when there is no startup config
