Rather than a direct answer, start your computer in Safe Mode. Go to device manager, and check whether Modem/FDD are loaded.

Or, access the floppy and connect to your ISP. Once you do it for yourself, you're likely not to forget.

Well, I will say that accessing your ISP from safe mode won't work, as the network drivers aren't loaded. But as for whether or not the COM ports are useable under safe mode, install HyperTerm, boot to safe mode, set HyperTerm to talk directly to the COM port and start issuing AT commands. That'll tell you right away whether the COM routines are loading.
As to whether or not the Floppy drive is accessible, that's as simple as booting into safe mode and opening up My Computer. If the floppy drive is listed, then the routines are loaded.
