Password length

Hey guys,

Can anyone help me set a minimum length restriction on the root password? I am using Debian 5.
I went into the login.defs file and noticed that length is handled my pam.d.
I went to pam.d/common-password and added a minimum length =10. However it doesn't work.

Any suggestions please?
