Rommon Prompt

Good day,
I have a 28XX router that is booting in rommon, I have been attempting to replace the IOS on the flash because it is listed as a 18XX ios, (somone sent the wrong flash?). I do not have the ability to use a TFTP server yet, wether it is the actual software I am using, the information I am using, or what. So now I am attempting to boot it from a flash drive.
The following is input I am getting.
rommon 6 > boot usbflash0:c2800nm-advipservicesk9-mz.124-24.T8.bin
Please reset before booting
rommon 7 > reset
Does this look right? Any advice?? According to Cisco I should be getting the following information
The following example shows how to load boot flash memory and USB boot flash memory:
rommon 7 >
boot flash0:
c2900-universalk9-mz.SSA
program load complete, entry point: 0x80803000, size: 0x1b340

I am slightly concerned about my drive formating, my computer for some reason can not format a drive to fat.... it is demanding to go to fat32 or exfat

So I figured out what it was, there was a usb..
This is the out put of the next command
rommon 3 > boot flash:c2800nm-advipservicesk9-mz.124-24.T8.bin
