To my knowledge, dte connects to the customer side and dce connects to the service providers side. If we have a few local routers shouldn't they all be DTE?

Well DCE's provide clocking service. If you have 2 local routers and want them to connect them directly through a serial connection, then you would have to set the clock rate command on one of the routers' serial interface. So the one where you set the clock rate command will be the DCE and the other will be the DTE.

I always found it useful to remember that the
"C"
in
DCE
stood for clocking.
