Do VLANs require a router or a layer3 switch?

in CCNA & CCENT
I thought VLAN communication require a router or a layer3 switch that are capable of routing. Right now I'm doing Packet Tracer activity on VLAN. It has three switches only. So I just wonder if I'm correct on this.
