Do VLANs require a router or a layer3 switch?

I thought VLAN communication require a router or a layer3 switch that are capable of routing. Right now I'm doing Packet Tracer activity on VLAN. It has three switches only. So I just wonder if I'm correct on this.

    If host are on different VLANs, then yes you need a router or a Layer 3 switch.

    Router is needed if you need to route between different vlans.
    2015 goals - ccna voice / vmware vcp.

    You can create VLANs without a Router/L3 Switch, but you will not be able to route between the VLANs. That is to say a computer on one VLAN will not be able to access a server on a different VLAN without a Router/L3 Switch to perform Inter-VLAN Routing.
