Win Server 2008 R2 - Sysprep config passes

I've noticed some config options are available in multiple config passes. i.e. Windows-International-Core_....._neutral is available in both oobe and specialize. I don't understand the difference between having it in one or the other and was hoping someone could explain. TIA!
