Tech help - primary domain controller database won't open

This is windows 2003 primary domain controller.
The other 2 DC are still working,

Where would start troubleshooting?

Are there any services that should be checked to make sure they are running?

Try to transfer the operations master roles and then rebuild the DC.
May not be the best suggestion, but it's quicker than troubleshooting.
