Command "copy TFTP: running-config" replace or merge?

I seem to read "copy TFTP: running-config" would not replace the running config, but instead, merge commands into the running config. Then what happened if running-config already has a command with different value?
For example, if running config has the interface F1 set up as 192.168.1.1/24, but TFTP: has IP as 10.10.10.1/8 for that interface, Which value would win over?

It's a merge operation. It's basically like you are entering every command that is in the TFTP config file. So the new IP would overwrite the old one just as if you typed in the 'ip address blah' command.
