I would say check out wix.com or wordpress , they give you easy to setup page tools and look decent. Google sites has a a creater as well but I found it lacking. You can also learn yourself at
http://www.codecademy.com
where they teach you in a few hours how to get a basic css site up.
Complete list (just google them if you have problems finding them):
Wix.com
wordpress
jimdo
weebly
sidengo
google sites
1and1 (hosting and builder)
Let me know if you need more help

Head First HTML is a great book on learning HTML 4/XHTML, as well as basic CSS.
All you'll need is wordpad/Notepad++ or an equivalent.
On Mac OS i personally liked Coda/Espresso - but they're both paid apps (Which aren't necessary).
Web Design is mostly photoshop/html/css. Web dev is more html/php/javascript/SQL.
For stuff like a google+ and facebook button, you could look for code online and/or simply get pictures and make them link-able.
