70-410 DHCP Server level policies vs the scope level policies

Anyone can explain me whats the difference between these 2? I thought there was only scope level policies (Which i know what they are and what they do) but a documentation on DHCP policies show server policies which I guess I don't understand the difference.

Server level policies apply to all dhcp scopes on the dhcp server. So if you have a setting that should apply to all scopes, it makes more sense to set it there than in each individual scope?
Scope level policies are typically settings that only apply to that scope. They can also overwrite a setting that was set at the server level.
