Is a Networking NOC position a step down from a desktop engineer position?

I would say different fields. Desktop engineer is more on the systems side. I think of it as a step up from helpdesk/desktop support but that's it. A NOC position is entry-level networking. If you're looking to get into network, that's a good place to start. -

Titles can be misleading so always take them with a grain of salt.
'Engineer' implies beyond analyst/administrator level. This is not rule of thumb.
