Free TACACS+ Server for Windows?

Does anyone know of a free Windows TACACS+ Server? I've heard that Cisco used to have the code for an unsupported one on their FTP site, but it doesn't seem to be there anymore, or it's hidden well.

I'm willing to complile one if I need to, but I'd rather have binaries.
