If you just want to practice CCNA level commands, Packet Tracer will suffice. And so you touch this limit, something happens and you suddenly can go a little bit further. With your mind power, your determination, your instinct, and the experience as well, you can fly very high. ~Ayrton Senna

I also think you can skip kits and buy on piece at a time if you are just starting out. As you learn you will have a better understanding of what you want to own rather then what someone said you would need. Kits are great if you want a full setup to start using next week but you will pay for that convenience.

For $50 you should be able to get a 2-4 of 2950 switches then use gsn3 for the routers or if you want hardware routers look at the 1721, 1751 and 1760 (avoid the other 1700's as ram/flash isn't expandable) or 2600xm's
You will want a couple of wics and serial cables to go with the routers -wic1t or wic2t
Take your time when buying equipment and on ebay don't get suckered into a bidding war.Goals CCNA by dec 2013, CCNP by end of 2014
