    Interesting I've seen that a few times

    Is some type of EEM Applet running?
    Or configuration archive with the rollback feature?

    No idea. Looks like a bug, Owner PID -1? Can you reload or is it a production device?

    Try " clear configuration lock " from the privileged mode.

    Yup, the box is setup for exclusive config change access. Shouldn't need to reload.
    Networking, sometimes i love it, mostly i hate it.Its all about the $$$$

    From the output of the show conf lock of the OP, does it not say NO LOCK, FREE and FALSE. Am I missing something?

    Type- NO LOCK
    State- FREE
