Unable to register for second shot - problem with the MS website?

Hey all, trying to buy a Microsoft voucher using second shot.
I go to their website, Free IT Training & Certification Offers | Microsoft
I click sign up for second shot, brings me here Retake Microsoft Certification Exam for Free | Microsoft
Click individual exams, click register now, brings me here Microsoft Virtual Academy
Click 'get voucher today' and sign in. Brings me here: https://mlxprod.accesscontrol.windows.net/v2/wsfederation
This is my error message:
An error occurred while processing your request.
HTTP Error Code:
400
Message:
ACS50000: There was an error issuing a token.
Inner Message:
ACS50004: No primary X.509 signing certificate is configured.

Uhh, what the heck? Very frustrating. I can't find any issues on google relating to this, and I don't see a help page or form where I can submit a custom problem or email this to.
Anyone else having trouble? I tried multiple computers, multiple browsers, clearing all settings and trying again. No luck.
