To block or open a port you can use a firewall. How to do it depends on the one you use.

Ok..The port blocking is dependant on your firewall SOFTWARE or the Routers Port Forwarding stuff (if you are behind one)... BlackIce would do it one way, Zonealarm another, McAfee another... Look at the Docs for McAfee Or **** it and get another product...
