Resume Review - Targeting a job as a Server Admin / Network Engineer

Hey Guys,
Please review my resume. I am targeting a Tier 3 job role, whether it be in Networking or Windows Server. I would be more than happy to take a tier 2 networking role, since I don't have real production experience with networking technologies. I know these jobs are sort of polar opposites of each other but I feel my skills are perfectly suitable for both jobs.
I'm primarily posting this, because I need help constructing my resume for these jobs. I feel my current job role is more along the line of Tier 2. Employers are not considering me for Tier 3 jobs because I can't back it with my resume. Although my education and skills demand a Tier 3 role. I think the most lacking area of the resume is the Skills section. What should I put there?
My current role is basically an Exchange admin, I'm responsible for troubleshooting all mail issues and I rarely ever escalate tickets to our Sr. Admins. Basically resolve 98% of all mail issues, no matter how small!
I also provide telephone and desktop support to well over 25,000 users for software and hardware issues.
I'm seriously starting to lose it because the job is too easy for me!
I'll appreciate an help, thanks in advance!

As far as the resume itself, I would rearrange your bullet points so your more impressive job functions appear near the top. As far as the resume itself, I would rearrange your bullet points so your more impressive job functions appear near the top. For example, your Tier II/III Exchange troubleshooting should be your second bullet point under your current job.
When I said Tier 3 I meant a role that's more hands on with servers and networking equipment; a mid level engineering role. Currently I'm at a level 1.5 position, and the pay is not representative of the work I do. My knowledge and skill are way beyond what I'm doing currently. I'd honestly accept any job that introduces me to more technology and pays a bit more.
I am not aiming to get a Sr. role designing the entire infrastructure for a company, i know I lack experience currently for that.WGU BS IT:Network Administration
