system center problem

hi,
I follow this link to install SCCM 2007 on server 2008 R2 :PeteNetLive - KB0000297 - Install SCCM 2007 on Windows Server 2008 R2 - Step by Step
but in Site Type i can't choose Primary ......what's reason....?please help me?

Where did you get the installer from? What is the exact name of the installer iso or file?

I mean the actual name of the file you downloaded, like "SystemCenterOperationsManager2007-R2CU6-KB2626076-X86-X64-IA64-ENU.MSI".

I have a feeling you have an upgrade pack instead of a full installer.
