If you lower down the buffer with bandwidth command, will LLQ take effect at this rate? Also, if the LLQ is nested in a shaping policy, will it queue only when shaping policy rate hits?

Are you talking about the bandwidth command on a router or L2 switch queuing? Either way you are not changing the size of any buffers.
If it is nested in a shaping policy yes when the shape rate is hit.

Ok. So are packets marked for LLQ prioritized only when the buffer fills or always?
