I would like to know if anyone who has the experience of 5 years as a IT security engineer will be allowed to become CISA certified.

Check the CISA
job practice areas
and see if your experience maps to their domains. You probably have 4 and 5 as a Security Engineer.

I have 2 years as IT auditor and I need to know that after 3 years it will be possible for me to be awarded a CISA, if today I switch to network security.

Your best bet is to contact ISACA (
http://www.isaca.org
) and explain to them your situation and scenario, and they will tell you definitively.
