Time to look for a new job, could I get a review of my resume as it stands today.

I'd drop the Technical Proficiency, Core Competencies and the current Professional Experience section and use that space for a more traditional Experience section. As it sits right now I don't know what you did, where you did it and for how long. Not a good thing in my opinion. My first thought reading this is that you are trying to make it seem as though you have more experience than you actually do.
