From SANS STI FAQ:

How do I pay for the program?[FONT=&quot]Graduate students pay for the individual courses they take as they register for them. For example, ISE 5100 Enterprise Security Essentials is a 4 credit hour course. Yes, the cost of the cert is included in the tuition. Your "class" is essentially the OnDemand class bundle and includes the cert test. The cert test is your grade for the class - fail the cert test, fail the class. The score on the test determines your grade for the class. You do have to attend a conference or two since you need to do a presentation (where the instructors good naturedly rip you a new one with their leet knowledge - in fun, not meanness) and attending the conference (hotel, travel, food) is at your own dime. the conference fee itself is free, I believe.

I'm currently working on the Core Engineering graduate cert, and can confirm that the exam is covered in the tuition.
