In most cases access/accounts cannot be granted without the proper clearance so "day one" candidates are more desirable for mid to high level positions. Also 40hr/week @ $100K~$120k/yr that allows for personal time will always be better than 60~80hr/week @ $120k~$150K with no life at all. Simple math......
