If you use the ping utility with the parameter set to ping -t say for example,host.domain.com -t which continually sends ICMP packets to the destination computer or server, does that utility cause congestion on the destination network?

Not possible with a regular ping from a single source
Simply not enough traffic. -

however ping [ip] -t -l 65500 will cause network congestion and if you ping a dial up internet user it kills thier connection, this is called ping flooding
