Has anyone had any experience with SCADA and is it a marketable certificate in the IT security field?

It all depends. To be honest, there are many companies that use SCADA systems around the world. As such, I would say that SCADA security would be considerably marketable. As for the cyber terrorism concentration, I would say that someone who works in the government might find it useful. Your mileage may vary, of course. Which university offers the degrees that you are looking at?

Compared to general systems, there are a lot less positions available for industrial control systems. That said, there's even less people qualified to do ICS security than there is in general systems. So if you have any SCADA training, you will do very well in an interview for an ICS security position.
The pros to working in SCADA/ICS are working with unique environments, fulfilling impact, and job stability. Cons would be working with older technologies and lack of upward mobility. I suggest ICS positions for people who are bored with their current job, or want to diversify their knowledge. Well both are almost unheard of in the job market for cyber security. I have never seen "cyber terrorism" ever and this is probably because most just refer to it as cyber attacks. Because technically speaking, cyber terrorism knowledge would just be knowledge of cyber attacks. Also, SCADA is a very niche focus and isn't very highly sought after from what I have seen. This would probably be because of the uniqueness of SCADA systems and the fact that thier code and systems aren't mainstream. Jobs looking for SCADA experience would most likely be very high level advanced roles. You're probably better off finding different areas within cyber security to focus on.I'm not allowed to say what my previous occupation was, but let's just say it rhymes with architect.
