Ok, here is a link in case anybody is interested in using this. Unfortunately I don't think I am going to be able to use this, but somebody else might.

Would anybody happen to know of a freeware TACACS/ACS download site?

    Don't know about any free Tacacs+ servers, but you can also use Radius for device authentication and there are free Radius servers out there. I don't know any names off the top of my head, but google will help you find them. They usually aren't as robust as ACS, but they will get the job done.
