How to view candidates’ resumes?

I have a friend who is interested in hiring some programmers for his small business.

Job Boards like Monster.com and Workopolis.com charge money if you sign up as an employer to view other people's resume.

Is there a site where my friend can view other people's resumes for free?

tell him to go to craigslist, people post their "gigs" and resumes on there and anyone can view it for free.

An alternative is to go to a "programmer's for hire" Web site, where freelance programmers can bid on your job. You can find them through Google, and here are a few:

I would assume that there are small companies that will bid for out-sourced tech support jobs. I've never see an actual site where individual tech support and help desk people congregate to be hired. It's an interesting concept. Try Googling for "freelance tech support."
