Do you mean the 71-621 (71 meaning beta, 621 is the upgrade exam for MCDST's)?

I believe it's a closed beta, available first to anyone who took this exam in Dec 06-Jan 07. As more content needed to be added, the first beta was cancelled. If there are any places left, then MS will be offering this to other people.

The proper release of the exam will be going live around May.
