There is remote administrative mode that only allows 2 connections.

The number of connections in application mode depends on the capacity of the system and the number of TS CALs. I have Citrix servers running between 35-40 users. They use Citrix for everything, so if you are only using the terminal server for one or two apps, you could get a lot more on each server.

For a Windows Server 2003 box, you are allowed two terminal sessions in addition to the interactive session at the computer. Anything beyond that, you would need to purchase terminal server CALs.
