When hunting for the IOS, do I want to look for ver.12 and above?

Perferably 12.3 IP Plus or greater, such as enterprise basic.

    Both of which require 64D/16F

You can waiver the 16f if you boot from tftp services.

When purchasing used equipment, what is the common IOS to be seen on a 2620?

Well typically when you purchase a 2620 it will come with either ip base or ip plus with sec. typically IP base though. ip plus requires max 64/14 any thing lower then 64dram will use ip base with maybe some other feature set such as IDS/FW etc...

Would this provide well for me to build a home lab, and begin working with the equipment? Failed really bad yesterday, so I believe i need to purchase the equipment.

In order to do intervlan routing you need a ios featureset to support ieee 802.1q trunking and vlan support. which is only in IP Plus or greater (that of which requires 64D/16F)

CCNA covers router on a stick and you could get this type of sim on the new exam as this topic is widley deployed in the field.
