Rent-a-pen-testing-target?

Are there business which rent online facilities for use as pen testing targets? There are business that rent remotely-accessible equipment to people that need to emulate equipment and networks for practicing Cisco exams. It seems that the same setup would also serve as a way to practice your pen testing skills on network emulations that you couldn't easily setup in your home lab. That actually seems like a good side-business for a mom-and-pop ISP.

There are some. And there is a certain moderator of a certain security forum for an exam prep website called Tech Exams, who has several "holdings" on the web designed to do just that.
