This is very contraversial I worked for an ISP, one thing they never want to get involved is worrying about content on their network. The arguement is they are 'service' and not 'content' providers unless there is court orders to investigate something. Solution 2: Artists should change careers and become IT admins instead or stop singing or making movies for a while . Then the music/movie lovers will pay anything to get them back.
