new connection up-up one end, admin down down the other

so, got a new router installed at work. connected up to the network. just testing the links before i hand it over to another team to configure.

one of the connections is up-up (on the router that's already live and on the network). the other end is admin-down. how can that be? there's no other configuration on the ports. no ip addresses.
