  once you configure your router try a

  copy run start
  

  that will save your running config to NVRAM...that should fix your issue for you.

  Todd Lammle's CCNA books will tell you that the "Notice" is a false positive, basically it's saying that the NVRAM was empty, and unless that notice still comes up after you have issue "copy run start", it basically means you don't have a startup-config. Or there was a "write erase" issued.

  You can avoid that message by using del nvram:startup-config instead of wr erase when you erase the config. Of course someone else probably erased it before selling or scrapping it
  
  But as others have stated, it's a false positive.
  
  Do a copy run star or a wr mem and you'll be all set
