Ok so basic question that im just not getting....

Picture this network.

Remote Site:

H.323 Cisco 2811 with an MPLS T1 to corporate location
POTS line for 911

Corporate Site

Call Manager 6.1
Cisco Router - with SIP trunks for PSTN calling

Ok so.....

When im in the remote site and i dial a 4 digit extension or a PSTN number the call will work...even if i have no Dial-Peers configured on the remote router. Why is that?

well i guess to be honest im not sure how to answer that.

There is a H.323 gateway that i created in Call Manager for that router, yes.

    my guess..

the phones are all registered on the same ccm ,
so if they belong to the same partition or have a CCS contaning each others partition , the remote site will be able to use 4 digit extension ( it does not care if the other phone is in the next room on the same switch or 100 miles away over mpls )
in regards to the gateway - i have a feeling you are using corparate pstn breakout for the remote site since you are able to call without a dial peer on the gateway

see if your ccm has seperate device pools for remote and corparate
check to see if both gateways are setup in your ccm
check to see is both 4 digit ext, are in the same partition
if you have both gateways , do they belong to separate route lists , and are there separate RP - partion - css for the remote site (that point to the remote site GW RL )

    hope this helps
