STP quickie

If i add a new switch that is configured with a higher priority than the default to the network that is 3 switches away from the ROOT Bridge what effect if any will this do to the users currently on the other switches in the network?

Sorry for the brief question just looking for a cut and dry answer if possible.

Well, without knowing any existing configurations or whether you want that switch to become root bridge or not.... and assuming you're not also messing with VTP and the VLAN databases on the switches....

... then at the extremes, either

nothing will happen to the users and their existing network connections

or the users could lose access to some network resources for up to 50 seconds

Yep, lower priority = better so adding a switch with a higher priority shouldn't cause a STP re-caculation, so the users shouldn't be affected
