What is the difference between removing the machine from the domain from server manager and locally removing it from the domain on the machine itself?

If my memory serves me correctly, the server manager removes the machines that were taken off the network before they were dis-joined.
Let's say a PC crashed hard and had to be reformated. Typically, you would go into the server manager to remove that machine from the domain so you can rejoin it.

Well, the issue here is.... I was trying to remote (Via SMS) to the machine and locally remove the machine from the domain. However, I cannot get to the machine, so another person in my office was asked to go down to the machines and manually remove and re-add them. I was just wondering if this does the same trick, because I know a reboot is required if you remove it from the machine.
