If I ever wasted my time at work in that way, I would never ever hear the end of it from my co-workers. I tend to go the route of cracking open a book or watching a CBT personally. Usually though we've been so busy with increased workloads combined with hour cutbacks that I don't often have the luxury to waste time. Most of the time if I have spare time, it's because something else is being neglected and I'm going to hear about it from higher up or from end-users when things don't perform the way they should - and I don't like "hearing it" so I get things done unless I'm really feeling burnt out.
That's certainly not the type of thing (using your free time like that) that's going to bestow you into the ranks of CIO anytime soon though... -
