how much hands on do you really need to pass this exam? i have access to a router through telnet but is that good enough to pass this exam? i am getting the technology down but i am going to need lost of practice with those commands for them to stick. So my question again can this telnet acces equipt me with the necessary tools i need to know for the exam?

You really should have access to two routers that you can physically touch and hookup a console too. That being said, it's possible to pass the CCNA without any actual hands on experience if you study your ass off. I don't recommend it though, having the hardware (or at least a decent sim) to play with makes it stick a whole lot better.
