Device manager is blank on server2003

I m running ISA on server2003 sp1 yesterday I noticed device manager is blank, I checked services plug and play are running RPC running couldn't find why is blank ? any suggestion

Are you sitting locally or is this remoted?

If you are accessing remotely, the remote registry service could be off.

I restored system state and came back the devices in device manager
