Then the entire industry would have to move away from requiring certifications for entry and mid-level positions. I could barely afford the exam fees when I got my first MCSE, there is no way I could have paid for classes. With training budgets slashed, some employers won't even cover exam fees.

Great news for the training partners and current cert-holders as there will be fewer certified people competing for the jobs. This is purely a money grab by Oracle. There are other ways to improve the integrity of the certification without requiring live training.

I don't think it would be necessary for say an A+, CCNA or even a professional level certification, but once you get into the higher level vendor certifications I think it can only help. A structured coursework and training provided by the vendor would help the credibility of the certifications IMO.

Sure, some people won't have the opportunity financially, but nothing good comes cheap.

I don't like the idea of required training. I'd rather have the certifications be lab based. That would weed out paper certs better than just ones who are too poor to pay for the training. Just because someone attends training doesn't mean that they'll learn anything anyhow. At a previous job the whole IT department was required to attend a week of VMware training and at the end of that week only one person had actually wrapped their mind around the concept of a virtual machine while everyone else was still trying to add in a separate physical nic for each vm.

ya, quite agree. OT: oracle is getting nutty on the license front too.
