Wildcard mask question...

in CCNA & CCENT
In the /24 subnet mask...255.255.255.0 0.0.0.255 would mean to block 255 hosts on an access list...or the entire subnet on this IP scheme...
Now lets say we back it up to a class B subnet... 255.255.0.0 and we wanted to only block the first 16 hosts...Would that be... 0.0.0.16 ??
