can someone elaborate what this 2 command do?

hc2ab,
Both are on by default in IOS 12.0 and higher. IP classless, is on to allow you to further subnet an IP address range. Not all routing protocols support it, so it may need to be turned off, depending on your network.
no Directed-broadcast....stops a device or from pinging a broadcast address of a network. If this is not stopped, all devices in the network would respond to the ping. Do a google search on smurf attack.
