  Yes by using TE2 (non-ISDN) DTE connecting to a regular telephone as the terminal adapter (TA). I have never done it and have no idea how common it might be. But here are a couple of interesting links:

  You can dial from aux port to aux port on two different routers. You just need two modems, and cable that goes from rj-45 to the 9 or 25 pin RS-232 connector on the modem. You can run a routing protocol over the connection or you can use GRE/IPSec to make a secure routing tunnel over the POTS.

  And through POTS via dialup to the ISP? not adsl or isdn....plain old 56kbs
