Difference between IPSECCMD and IPSECMON.EXE

I would like to know what is the difference between IPSECCMD and IPSECMON.EXE?

    Basically both are command line utilities used to manage ipsec. Ipsecmon is the equivalent to running the ip security monitor mmc. Ipseccmd is the equivalent to running the ip security policy management mmc. There is also ipsecpol which is similar to ipseccmd but from what I can tell, has more features.
